Commissioner of Custom Service criticizes new custom taxes| Maj. Gen. Akol Ayii, Ph.D
The Commissioner of Custom Service has described as ‘unprincipled and misguided’ the communication style of the Commissioner General of the National Revenue Authority.
In a circular issued on July 15, Dr. Patrick Kennedy Mugoya, Commissioner General, instructed Domestic Tax Revenue and Customs revenue heads to implement the Financial Act 2021/2022.
Dr. Mugoya’s circular proposes to increase the custom valuation levy by 100% increase.

However, Maj. Gen, Akol Ayii Madut, Ph.D., commissioner, Custom Service criticizes Dr. Mugoya’s communication style, saying he does not consult before deciding.
“A consultation with the Commissioner of Custom Service is of great significance and should be lawfully observed by your and your office,” said Ayii
Gen. Ayii says he welcomes reforms within the National Revenue Authority; however, it should be inclusive, consultative, and not politically motivated. “
“Mr. Commissioner General, I don’t have any objection regarding reform in National Revenue Authority as a whole and Custom Service in particular but you need to take inclusive and rightful procedures which are not politically motivated,” said Ayii
Ayii said integrating Custom Service into the National Revenue Authority should be done within the confines of the law.
He said the process to integrate Custom Service into NRA should be done gradually and it could take between 5 to 10 years.
